Abstract


Government Procurement Law in our implementation of just more than 10 years , it is saving China 's fiscal expenditure funds to improve the efficiency in the use of fiscal funds , play played a significant role in the function of fiscal policy , but the county-level government procurement policies and regulations do not perfect , the lack of an effective evaluation system of county government procurement . Therefore, the establishment of performance evaluation system of government procurement to improve procurement efficiency , to standardize procurement management , and promote the development of county economy has practical significance . This article in academia, government procurement related theoretical studies based on the Analytic Hierarchy Process to establish a system of performance indicators , DH county government procurement cases to identify the county-level government procurement performance by the the evaluation of DH County and with GY county comparison problems and proposed policies and measures to improve procurement performance . This article is divided into a total of six parts : the first part is the introduction , describes the research background significance , the method of thinking and the domestic and foreign government procurement and its performance ; second part of the theory of government procurement performance evaluation ; Third partial analysis of the the DH the County Procurement performance evaluation status quo : the fourth section describes the construction of a county government procurement performance evaluation system ; fifth part will be applied to the DH and GY county government procurement cases in which the new building performance evaluation index system of government procurement , two county government procurement performance evaluation and comparative analysis ; part VI through a comparative analysis to identify the problems of county government procurement performance , and propose policies and measures to improve procurement performance .
