Abstract


Since the 21st century, besides the shortages of the financial personnel, the increases in the number of the Civil aviation capital construction projects and the expansion of the investment bring new challenges to budget, financial accounting, final account of the capital construction finance. For the previous manual accounting and the common finance software can not meet the particular requirements of the fine accounting, not only the process of the projects and the contract payments hard to be controlled, but also will cause the final account lengthy and hard to be completed well ,which are all the obstruction of the timely decision for leaders. In order to solve the present problems emerged in the accounting of capital construction finance, according to the“Accounting System of State-owned Construction unit”and“Financial Management Regulations of Capital Construction”, both of which issued by Ministry of Finance , through computer software ,we can not only meet the fine accounting requirements of Air Traffic Management Bureau .CAAC, but also realize the accounting and final account of Capital Construction Unit to make its work more efficiency.This paper first introduced the background, concept, requirements analysis of the capital construction finance, and then focused on the overall design and detailed design of this system. We came up with our own development idea and solutions to both of the special algorithm and the special problems during introducing the capital construction financial management information system (CFMIS) and the Delphi development platform. We have drawn up the corresponding measures for the problems emerged in the implementation process of the capital construction financial management information system (CFMIS) of Southwest Air Traffic Management Bureau .CAAC. Using the powerful software, we can not only make the accounting of capital construction finance more timely and more accurate, but the inquiry statistics more efficiency for the Auditors. This system of capital construction finance can extract the valid data of projects, export and print the financial statements and the financial settlement of completed project, etc. Last, there is a brief analysis about the strengths and weaknesses of the capital construction financial management information system (CFMIS) which is based on Delphi, and its conclusion and prospects.
