Abstract


China is from a planned economy to a socialist market economic system changes the traditional treasury management system on the basis of the planned economy, which is characterized by budget funds the collection of inbound links, low efficiency, the library shall support dial by the financial sector and budget units were set up multiple accounts in correspondent banks, decentralized management layers allocated the funds precipitation, dispersion, lack of effective supervision and management mechanism, the slow feedback of revenue and expenditure information, lack of transparency, it is difficult to budget time for preparation, implementation and macroeconomic regulation and control should guarantee. With the development of market economy and the changing domestic and international economic situation, the current treasury management system reform is very necessary. China's treasury management system reform is the establishment and improvement of China's treasury single account system based on capital Jiaobo fiscal reform centralized treasury payment system. In the text, the author first introduces the basic concepts of the treasury, treasury management and treasury management system in China since the founding of the state of development of the treasury management system and the main problems of the systematic analysis and elaboration of fiscal revenue warehousing hysteresis, lack of budget oversight mechanisms, inefficient use of funds, organizational structure and personnel allocation imperfect. On this basis, pointed out the necessity and importance of the current treasury management system reform, and the progress of our current treasury management system reform and treasury management system reform were introduced, at the same time, summed up the current state treasury characteristics and difficulties of the reform of the management system. I will be the difficulty of reform of China's treasury management system summarized into three aspects of the institutional difficulties, difficulties of interest and management difficulties. Institutional difficulties, mainly for China's socialist market economic system is not perfect, and can not provide an ideal system for the treasury management system reform. In the interests of difficulty, mainly for our treasury management system reform to break the the original treasury funds management mode, to strengthen the control of the central to the local economy, which is bound to touch the interests of the relevant departments and units on treasury management system reform a barrier. Management difficulties, mainly for the management of budget funds, mobilize the financial management of the budget units enthusiasm and treasury system network, technology and other aspects. For the problems and difficulties encountered in the treasury management system reform in China, I own thinking and recommendations, and that the current treasury management system reform of great significance to the development of regional economy. First, at the institutional level, we should do a good job in the treasury single account system, the reform of the budget accounting, treasury single account system and government procurement system complement each other to provide legal protection for the treasury management system reform, establish and improve the treasury accounting system and contact the conference system and so on. Secondly, at the management level, it is necessary to regulate the budget management, detailed budgeting, improve the refunding management, to strengthen treasury cash management, electronic speed up the treasury system and network construction and the strengthening of the treasury team building. Finally, the level of interest, it is necessary to step up publicity efforts to give full play to the strength of public opinion, clearly the powers and responsibilities of the relationship between the financial, tax, treasury, business executives units and budget units, the financial sector to do the adjustment of functions and services as well as clear budget the ownership and use of the balance of funds. China's current treasury management system reform of great significance to the development of regional economy, this reform can improve the operating efficiency of the funds in regional economic development, effective control of the central and local funds information asymmetry problem, to facilitate the use of funds of the countries of the region effective monitoring, but also is conducive to saving expenses incurred to overcome the losses and waste of funds and ease the local financial constraints.
