Abstract


Government Procurement, as an important branch of financial expenditure management.It plays an important role in activities of the national economy,on the one hand, To achieve economies of scale, it can play to save financial resources, and reduce transaction costs;so it can increase the utilization of government funds,on the other hand, government procurement itself is under the protection of power in the government carried out the implementation, which contains a variety of complex interests.So, government procurement activities provide a broader space for all kinds of corrupt rent-seeking. Recently,with the government procurement spread across the country, Without effective management and supervision in public spending will result in more serious waste of public resources and corruption.Rent-seeking behavior, its essence is a vested interest in the redistribution of non-productive activities. Itself does not produce value,however, through the redistribution of wealth,the interests of the worker is transferred to non-workers.So, a fair competitive environment will be impacted by the rent-seeking behavior, not only causing the waste of resources, but also in the formation of bad atmosphere in society. Through the in-depth analysis of rent-seeking government procurement issues, explore ways to monitor and suppress acts of government procurement rent-seeking has important theoretical and practical significance.This article firstly define the rent-seeking theory and concepts of government procurement, describes the basic content and rent-seeking features of government procurement, processes and methods,Review of the theory of rent,described the basic contents of rent-seeking theory. Which lay a solid theoretical foundation for the research of paper. Then by analysis of the Guangzhou municipal government corruption in procurement center, The Guangzhou municipal government corruption in procurement center reflects rent seeking,and based on this, studying on the causes of the rent-seeking in government procurement. To focus on the mechanism of dislocation and tender expert review the issue of conspiracy. Finally, combining analysis of the full text, propose the basic ideas of restrainning rent-seeking behavior in government procurement.The paper link the case closely,focusing on the improvement of laws and regulations, monitoring mechanism to optimize the government procurement, construction of anti-conspiracy bidding mechanism, enhancing penalties,and so on. To effectively curb the incidence of rent seeking behavior in government procurement
