Abstract


China is the world's largest anti-dumping proceedings country. As the representative of the anti-dumping trade friction has become a huge obstacle restricting the development of China's foreign economic. In accordance with WTO rules, the premise of the anti-dumping policy makers have two things: One is the fact of the dumping of the exporting country, the second is the substantial damage caused by the dumping of the exporting country to the importing country industry. Strictly in accordance with this rule, the national macro-economic and political factors should not be a determinant of anti-dumping. But because there is a certain ambiguity of the anti-dumping rules, many countries will be the anti-dumping as to achieve macroeconomic objectives and the means to achieve political objectives. Article first review the literature and theoretical foundation dumping and anti-dumping, including dumping and anti-dumping related concepts, economics welfare effect analysis, political economy analysis, etc., and put forward the significance of this research; then from the distribution of the number of cases involving industry enterprises and products, the amount of money involved, involved in tax rates, market economy status, specific analysis and summary of the status and characteristics of the foreign anti-dumping; final analysis of the mechanisms of macro-economic and political impact of anti-dumping, anti-dumping litigation prosecution country as the research object statistics observed indicators for each variable using the data of the ten countries in the United States, Canada, Australia, South Korea, India, South Africa, Brazil, Argentina, Mexico and Turkey during 1991-2008, using Poisson counting model and exponential distribution model to study the impact of anti-dumping practices of the importing country macroeconomic and political factors.
