Abstract


Since the 1990s , the shortage of resources and the deterioration of the ecological environment has gradually become the two major factors affecting the continued growth of the world economy , and improve the efficiency of resource use , protection of the ecological environment , promote sustainable economic and social problems of the world today a common focus , circulation economy, a new model of economic development is increasingly valued by the Governments . Xinjiang is underdeveloped areas , over-reliance on large-scale exploitation of the resources and consume a lot of energy to sustain economic growth , resulting in a fragile ecological environment and limited resources to undertake the huge development pressure . In order to give full play to the role of the National Economic and Technological Development Zone , first try , Urumqi Economic and Technological Development Zone , and actively explore the recycling economy development model , pioneered the development of circular economy strategy , out of the unique circular economy development road .
