Abstract


At present, information level has become an important factor to measure a nation’s soft power. As information technology continues to evolve, the demand of information increases. It will drive the development of the whole industry chain. Shanghai Comservice Company has been dedicated to provide customers with network designing and planning, construction and other services. The company strives to be professional, comprehensive, high quality operational provider in the information industry chain to gain competitive advantage.This paper is aim to choose an appropriate development strategy for Shanghai Comservice Company by means of analyzing external and internal environment. The corresponding strategies are proposed to implement the development strategy. PEST is used to analysis external macro-environment, and Porter’s Five Forces to analyze industry conditions, in order to summarize the opportunities and threats. The company’s advantages and disadvantages are found by analyzing the internal environment. In order to meet company’s strategy objective, diversification strategy is selected to be SHCS’s development strategy by using SWOT. According to the company’s current situation and operational principles, strategy implementation is divided into two phases: the first one chooses conglomerate diversification strategy; horizontal diversification strategy is the second stage’s aim. In order to implement strategy, the company needs to rebuild organizational structure, develop human resources and information technology, enhance corporate culture and so on.
