Abstract


Protection of consumer interests is the proper meaning of modern Anti-monopoly Law. It is included in the scope of protection through Anti-monopoly legislation and judicial practice of most countries and regions, also as the great value appeal of antitrust law. Anti-monopoly Law of the People’s Republic of China established the consumer interests as the value goal. The Anti-monopoly Law of most countries and regions present a wide range of features, although specific content and expression are not the same, but in general, basic legislative purpose included protecting of market competition and improving economic efficiency and protecting consumer interests. Diversification of the legislative purpose can not avoid value conflict, how to sort on different target related to the specific implementation of the results of the Anti-monopoly Law to protect the interests of consumers.This paper attempts to explore the problem of building value system of the Anti-monopoly Law to answer how to protect the interests of consumers. And put forward suggestions for improvement of theory and practice to achieve the core purpose of protecting the interests of consumers more.This paper includes four parts: Chapter 1 will analyze theoretical basis of value system and the concept of the interests of consumers between Anti-monopoly Law and Consumer Protection Law; Chapter 2 will analyze the purpose of protecting the interests of consumers in relevant countries and regions; Chapter 3 will build value system of the Anti-monopoly Law according to different theories on purpose of the Anti-monopoly Law from the academic community; Chapter 4 will analyze the trend of protecting consumer interests straight, and study the experience of developed countries, and finally advance that we should improve the mechanism for consumer damages combined with actual situation in China.
