Abstract


Our country abolished comprehensive agricultural tax in January 1, 2006. Following the agricultural tax cancellation, the finance of our country township was entering the true dry season. This also caused the attenuation and the lag performance of township government function to be more prominent. The agricultural tax cancellation impels the township government to carry on the reform. The agricultural tax cancellation is the objective propelling force, which impels our township government reform to advance a new stage.This paper has utilized the analysis method of the theory and the practice unified, and the analysis method of qualitative and the quota unified to prove the viewpoint in the research. In the paper writing process, I consulted the massive journal article and the academic book, and visited some villages and towns for the material accurate and the reality.This paper is divided into five parts. First, the paper has transferred the origin of reform, the explanation of concept as well as the relations of the township government reform and the cancellation of agricultural tax policy. Next, this paper talks about government system characteristic of township, the history of township government, the question of township government and the reason which creates these problems. Then, this paper summarizes the four kinds of ways choices of the current academic circles which reforms to the township government, and has carried on the contrast analysis to the four kind of ways choice. The paper proposed the dispatch agency as the reform choice of township reform in the synthesis theory and in the reform practice foundation. Fourth, the paper elaborated the reality and the theory basis of setting up office of township. Finally, the paper proposed to set up office of township as the concrete conception, as well as markets reforms of other office.
