Abstract


China tax bureau of Heilongjiang province has pushed forward tax energetically (Golden Taxation) according to the guidance idea especially the demand of strengthens scientific management of the new period which achieves notablely. Fundamental changes has taken place in the administration concept, operating mechanism , business flow , duty extent of authority and checking valuation, which along with the information-based means applies to tax revenue tax collection deeply. That is how Ctais (China Tax Administration Information System) emerge as the times require.The large amount data of tax administration that accumulated inside of the Ctais system has been precious resource of tax management and decision-making after the informatization construction and development in recent years.This essay mainly discussed how to build the applicable platform of Hei Longjiang province by make good use of the present available Ctais data. Meanwhile, extend the function further based on the practical needs of our province as well as the means with system integration and key technology with data analysis. The function of this applicable platform can be extended in order to generating a form for report automatically with statictics and inventory (detail list) and carrying out a data supervising analysis by taking out data from Ctais system. In this way, different grade departments can carrying out inquiry on various dominating data in terms of certain condition (period , hour, category, sort etc.). At the same time, various departments can also processing couting in the light of items, targets and method.This article put forward the Ctais system based on the structure and expounded the design and exploitation process. The essay first carried out feasibility analysis and system requirement introduced data connection, analyzed the processes of each functional module and realization method of system in detail. In the end, the article discussed the establishment of system database and the realization of stored procedures.
