Abstract


In recent years, in order to solve the problem of urban traffic can not adapt to the urban development, many cities in China have been carrying out a large-scale urban traffic improvement projects. However, no systematic way to evaluate the economic benefits of such a comprehensive improvement project, follow the individual project's benefit calculation method of double counting. To solve this problem, this paper estimates the main beneficiaries as effective object integrated improvement project to measure the economic benefit calculation method, integrated urban transport to improve the economic benefits of the project are estimated objective and scientific, comprehensive improvement projects for urban transport decision-making to provide a scientific basis. Firstly, through analysis of domestic urban traffic improvement project instances, refining the concept of integrated urban transport improvement, the comprehensive improvement project is divided into the improvement of the road network, public transport improvements, the static traffic improvements and traffic management to improve the four sub-projects and analyze specific traffic improvement characteristics of the measures, abstract analysis of the impact of each subproject scope of urban traffic integrated to improve the economic benefits of the existing calculation method exists the problem of double counting. Second, the analysis of the various sub-projects generate economic benefits of the mechanism and estimates of the indicators and their characteristics, estimates the economic benefits of the subprojects for several benefit the main conclusions of the analysis presented on passenger cars, buses, bicycles, pedestrians, management units and other main beneficiaries of the overall economic efficiency of analytical methods. Again, the main beneficiaries of the economic benefit calculation method, and discussed some parameter calculation and data investigation. Finally, Guangzhou city traffic improvement projects to verify the economic benefit calculation method. The main innovations of this paper are as follows: proposed the concept of urban traffic to improve its overall economic efficiency of the use of abstract analysis method Science vividly describes the comprehensive improvement subprojects range; using causal analysis method subprojects of economic benefits of the mechanism and measured by indicators; effective comprehensive improvement project economic benefits analysis estimates presented were the main beneficiaries of passenger cars, buses, bicycles, pedestrians, management units; and the original flow, the amount of transfer between different modes of transportation and induced traffic The three-part study, presented each of the main beneficiaries of specific economic benefit calculation method.
