Textile industry is a traditional and important industry in Zhejiang province, it plays a vital role in gross industrial production and export trade. Until now, Zhejiang’s textile industry has basically fulfilled the connecting and has formed a complete industrial system. But recently, with its further blending into the global value chain, it suffers from restrictions of various factors. Specifically, it includes interior restrictions from low product value-added, deficiency in technical innovation and lagged development of brand marketing, etc; and external restrictions from factors are also included like appreciation of the RMB, increasing cost of raw materials, technical barriers and anti-dumping. In order to develop further, the upgrading of textile industry in Zhejiang should be actualized as soon as possible.Meanwhile, according to industrial upgrading experience in the world, government’s advisable industrial policies, which conform to the industry’s own law of development, are able to make up the market failure showing up in the course of industrial upgrading to some extent and are helpful to the industry’s great-leap-forward development.Therefore, with related theories on industrial competitive power, global value chain, and smile curve, etc, this thesis constructs index systems to evaluate the competitiveness and height of Zhejiang’s textile industry respectively with both dynamic and static analysis; secondly, it makes an empirical analysis on the factors having effects on the industrial upgrading from factor conditions, marketing and institutional environment; finally, on the basis of researches mentioned above, it makes clear the route choice of Zhejiang’s textile industrial upgrading, and proposes reasonable industrial policies on human resource, technology, brand, funds, organizations and sustainable development which are essential in the upgrading cross.
