Abstract


84 Xiangzhi , Hongshan Jin Shang centralized control of the three towns of existing industrial enterprises in Shishi City , focus on the development of heavy - polluting enterprises in printing and dyeing , bleaching and dyeing , electroplating , existing small boilers dispersion is not concentrated , resulting in environmental more serious pollution in the atmosphere . Fujian Shishi Hongshan thermal power plant project implementation is to reduce atmospheric pollution and improve the ecological environment of the region in order to meet the growing demand for heating centralized control of three towns area . In this paper, an overview of energy-saving emission reduction target system at home and abroad , combined with centralized control of three towns in Shishi City, the regional situation , the establishment of industrial enterprises in energy saving and emission reduction index system of centralized control of three towns in Shishi City , Shishi City hung Thermal Power Plant centralized for the heat energy saving measures to promote the accounting of indicators before and after , which put forward specific suggestions . The paper first reviews the status of energy saving at home and abroad ; then use a scientific, systematic , comparable, quantifiable , feasibility and a combination of qualitative and quantitative principle ------ attributes layer of the target layer design ------ the elements layer of three- superposition was 10-2-1 centralized control of three towns in Shishi City industrial enterprises in energy saving and emission reduction index system . Indicators before and after the central heating energy saving measures by accounting industrial enterprises to implement centralized control of three towns area of Shishi City, contrast can be seen from the area calculations : Shishi Hongshan thermal power plant construction savings coal consumption of 115,200 t / a; increase power consumption 4,426,200 KWh , the annual generation capacity of the thermal power plant construction Shishi Hongshan 8.928 × 10 7 Kwh, can alleviate the situation of the Quanzhou electricity supply ; theoretically save water consumption 13t / h, but Shishi Hongshan thermal power plant boiler power generation there , if only from the heating angle in addition to heating , water consumption savings much more than these . After accounting for savings comprehensive energy consumption of 8.1 × 10 3 tons of standard coal . Gradually to replace the decentralized boiler area , the project is put into operation , SO 2 6267.65t / a , the soot 3523.08t / a NOx 8137t / a , cinder region can directly cut 3.8 × 10 4 t / a wastewater 10.21t / h . Indicators accounts based on a comprehensive comparison of energy consumption before and after Shishi City hung Thermal Power Plant , central heating energy saving measures to promote energy conservation countermeasures of industrial enterprises centralized control of three towns in Shishi City from a regional perspective .
