Abstract


The Rural Cooperative Medical System (RCMS) has a long history and made great achievements for the past time in China. It has solved medical difficult problems for the farmers and improved their health level. Along with the reform of China’s economic system, traditional rural cooperative medical system gradually lost its original economic mainstay and driving force for development. The problems of the lack of the medical resources and high cost has reappeared.In accordance with the farmers’ medical difficult problems, China government carried out the New Rural Cooperative Medical System (NRCMS) in 2003. After several years of experimental practicing and reforming, the New Rural Cooperative Medical System has been playing an important role in meeting the demands of basic medical care, raising the standard of health and alleviating disease burden for farmers. More and more farmers have already benefited from this new system. At the same time, however, the system has inevitably confronted with some problems, which affected the effect and sustainable development of the policy. How to correctly understand and effectively solve those problems and better to play the role of the policy has became a social focus.The article first introduces the meaning and characteristics of Rural Cooperative Medical System, and has a comprehensive review of the development process of the system. The article also discusses the four development stages of Rural Cooperative Medical System, and analyzes the reasons of ultimate disintegration and recession of the traditional system in connection with the social background. The paper studies the basic content and theoretical basis of New Rural Cooperative Medical System, and in contrasts with Traditional Rural Cooperative Medical System to sum up different features. Through the data and diagram analysis, the paper analyzes operation conditions and effects of New Rural Cooperative Medical in recent years. The paper researches different financing and compensation models, and suggests the problems in operation, and also researches the experiences of typical overseas rural cooperative medical system. Finally, the paper tries to put forward some measures and suggestions for perfect the system on the basis of the above study.
