Abstract


Cultural heritage conservation plan is an important managerial measure to achieve long-time protection of heritages. As usual, local residents who have a close relation to the cultural heritage conservation just are passive recipients of the plan results. Because of various reasons, they know little even nothing about the cultural heritage’s current situation and drafting process of conservation plan, and cannot participate the process in effect. Introducing information obtaining and participate rights in cultural heritage conservation plan, has solved the problem of harmonizing the ancient relic’s long-time conservation and modern residents’ live and development, which typically reflected in concrete practice. Local residents know and participate in the process, not only reflect the scientific and rationality of cultural heritage conservation plan, but also maintain the equity and fair of the society.The paper obtains all-round objective information and data through several plan practice such as Chang’an city of Han dynasty, Yong city of Qin state, tomb of Qianling, tomb of Zhang Qian. It both illustrates the contents about cultural heritage information, cultural heritage values, and plan influences which local residents should know, and the contents local residents can participating during the each step of plan drafting, from the views of people and cultural heritage; explains the reason from the aspects of government and residents why rights are lack in the plan drafting process—the lack of condition to realize "citizen society"; puts forward that government should construct the express channel for local residents in plan philosophy and legal procedure, and residents should improve their understandings of cultural heritage conservation and rights maintenance through propagandistic and educational activities, which make a good foundation of carrying out the information obtaining and participating rights.
