Abstract


Global warming, ozone depletion, desertification, biodiversity loss and other international environmental issues is getting worse, pose a serious threat to the survival of mankind. International environmental issues has become one of the three main themes of peace, development in parallel with the world today. These environmental problems caused by domestic and international disputes is growing, and therefore trigger the desire of the countries under the unified guidance of the international community to take concerted action. The way to solve international environmental problems is the conclusion of international environmental conventions in various fields explicitly countries should bear the responsibility. But how to share the responsibility for developing and developed countries based on different theoretical basis, there are different propositions. Common but differentiated responsibilities principle of responsibility is clear, and promote the smooth conduct of the international environmental protection. Since the 1992 \First, this paper will examine the common but differentiated responsibilities principle of the background and process. Review the background and process of the principle of common but differentiated responsibilities, and that the principles to reconcile the contradictions of the developing and developed countries in the accountability, in line with the needs of the international environmental protection. Secondly, the analysis of common but differentiated responsibilities principle connotation.
