Abstract


Common but differentiated responsibilities principle is a basic principle of an international environmental law. Merely experienced as an emerging principle of international environmental law, from the creation to the development of just a few decades, but the principles of international environmental law practice, but has played a pivotal role. In the field of international climate cooperation, common but differentiated responsibility principle is an important principle in international environmental laws and treaties of the United Nations Framework Convention on Climate Change, the Kyoto Protocol, but the principles of the legal effect and no achieve the desired effect, one of the many reasons for this important issue is how to define and apply common but differentiated responsibilities principle. In this paper, the status quo of today's climate change, international cooperation, the use of many of the legal hermeneutic interpretation methods, and common but differentiated responsibilities principle issues related to the research and thinking.
