Abstract


In 1899, the United States, Illinois, to develop the Juvenile Court Act to establish the world's first juvenile court in Cook County, marking the establishment of the juvenile justice system in the world. The latter half of the 19th century, especially after World War II, the number of juvenile delinquency risen sharply and become a serious international social problems. In such a severe situation, the juvenile delinquency problem has attracted the attention of the United Nations and the world. Today, most countries and regions in the world have formed a relatively independent of the juvenile justice system has become an indispensable part of the system of the country's justice system and the international community to measure the country's level of development of the judicial system and science and improve the of one of the signs. In China, although the tradition has a long history of shirt young, but the corresponding system of construction is rare.
