In the context of human rights protection and building a harmonious society , the meaning of the Victims of Crime compensation system was even more pronounced . Correction and improvement of judicial fairness and justice , embodied the spirit of justice for the people of humane care . \Because of the imperfections of the criminal behavior and our existing relief mechanisms , many of the criminal victims innocent caught in the plight of survival and life can not be guaranteed to give the necessary compensation to them to ensure their survival dignity , the state should assume responsibility . The experts called on China to establish criminal victims compensation system without delay . In recent years, China has national compensation system for crime victims on the agenda. How to build effective criminal victims compensation system , first find the theoretical basis of the establishment of such a system suited to China's social contract theory of liability , and social justice theory ; and foreign victims compensation in the content and the analysis of the development process to find the draw at ; also found that the defects and deficiencies of help for victim status quo . Lessons learned to improve the scientific and rational and strive to make our criminal victims compensation system . Criminal victims compensation system is imperative, and the current variety of conditions have been met , and this paper, China 's basic national conditions , try to design the basic framework of the criminal victims compensation system . The hope that China 's criminal victims compensation system as soon as possible .
