Abstract


Resource-based enterprises in the exploitation of natural resources,supplemented by some of the early processing and follow-up procedures,as far as possible the use of the natural conditions of the region to achieve economic growth.In China,the enterprise of resources as a result of long-term excessive predatory exploitation,resource-based enterprises which gradually depleted the resources to survive,and cause serious damage to the environment,sustainable production.With the changing social environment and economic development,the traditional performance appraisal system more difficult to adapt to the new needs of economic development,and its increasingly obvious shortcomings or inadequacies.Transformation of enterprises to be successful, it is necessary to achieve optimal use of resources,the important point is to implement the "circular economy" concept,the realization of products and services on the front end of the process and resource consumption of the control and optimization of the enterprise through the cycle of economic model the implementation of management innovation.Circular economy legislative process,will evaluate the performance of resource-based enterprises to include the relevant content.Thus,the performance evaluation of the law and become a corporate social responsibility must be undertaken.Based on the enterprise level is the cycle of economic model of circular economy at the micro level,the basic expressions,business is the formation of resource consumption and product areas,the implementation of circular economy must start from each enterprise.Cycle of economic legislation is resource-based enterprises to consider the needs of performance evaluation,but also to meet the needs of the national macro-control so that it can help companies’ self-evaluation and assessment. The cycle of foreign economic legislation to reflect their concept of the common changes in legislation,and the cycle of economic legislation in our country should not only embodied in the concept of cleaner production,but also reflected in the resources recycling and waste recovery is characterized by highly efficient ecological economic system. The new "People’s Republic of China Circular Economy Promotion Law," a series of adjustment of industrial structure,promote energy-saving policy of emission reduction requirements for China’s stable and rapid economic development of the policy guidance,as well as resource-based enterprises of the future development of pointed out the direction of the road,clear the evaluation of corporate performance goals.
