Abstract


The state apparatus revolution needed the finance and taxation for the support,and the country must to levy the payment of taxes to the common people.In order to safeguarded the common people of age to participate in the agricultural production to increase the tax revenue,our ancient society ruler formulated the management of census register, which had been able to guarantee the ruler kept abreast of common people’s detail description.The Most important thing was to know very well of the number of the " Ding",as well as the quantity of the common people’ property,and then the government could stable the tax revenue sources and safeguard payment of taxes.This essay studied on the articles of" Tang Lv shu yi " which was ruled the done of escaping and omission of the household register.We concerned with the system of the the crime constitution and the punishment of the crime of the escaping and omission of the household register,and compared other crimes which was connected with the crime which we discussed in this essay in the "Tang Lv Shu Yi ",as well as the influence on promoting of the officers in the Tang Dynasty, and payed attention to the development path of the crime of the escaping and omission of the registered permanent after Tang Dynasty’s.The census law was a very hot issue in the recent years,for it was connected with many other aspacts of the social life,the original two sides census register system had much disadvantage.But any system had its reasonable aspect surely at the beginning of the design,which was similar to our ancient times.To reform the census register system in force, we needed the comprehensive survey,also had to unify the Chinese national condition,also had to refer to the overseas success experience, hope this essay may have a salutary lesson.
