Abstract


In recent years, with the rapid development of urban economy, the continuous adjustment of urban layout, as well as the gradual expansion of urban scale, the environmental pollution has become more and more serious. Not only does it affect urban residents’daily lives, but also constrict the healthy development of urban economy. As a result, the government pay close attention to this problem, and set up the strategy of sustainable development. Under the pressure of economic development and environment protecting, the environmental performance audit can enhance the supervision of corporate environmental management. Economic development and environment protecting are double pressures, face this situation, the enterprise’s environmental management [0] is being attached more and more importance, and the environmental performance audit can enhance the supervision of corporate environmental management, and improve the quality of urban ecological environment, which plays an irreplaceable role in the coordination of the economic development and the environmental protecting.[0]At present, the environmental performance audit in theoretical study and practice are at the exploratory stage in China, and how to carry out environmental performance audit lack of systematically studied. February 15, 2006, the introduction of new auditing standards means the risk-based audit has been fully implemented in our country[0]. How to carry out environmental performance audit? This article elaborate this question from practical level, which is divided three parts, including risk identification stage, risk assessment stage and risk response stage. We also establish indicators of evaluation system, attempting to provide recommendations for improving the quality of the city’s ecological environment.The paper is structured as follows:Firstly, introducing the purpose, significance, and giving an overview of in and out of the environmental performance audit research tries to give the next chapter a basement on research methods and theoretical innovation.Secondly, through the comparison of environmental audit, performance audit and environmental performance audit, leading to the definition of environmental performance audit, at the same time, the author compare the environmental performance audit and the financial performance audit, and then set up the objective of environmental performance audit. Thirdly, we talk about the city’s ecological environment problems and evaluation system of performance indicators. In this part, it lists various problems of city’s ecological environment, and on this issue sets up evaluation system for environmental performance indicators.Finally, we introduce the application of environmental performance audit based on risk-oriented audit at the city’s ecological environment evaluation. To the idea of risk-oriented auditing, the part tells us the procedure of environmental performance audit, and analysis how to use the results of audit work when evaluating the city’s ecological environment.In order to promote the sustainable development and improve the environmental quality, as one of the mechanisms of social control, audit must participate in environmental protecting. So setting up and developing environmental performance audit is an inevitable choice.
