Abstract


The party 17 big pointed out that solves the agriculture, the countryside, the farmer question, the critical time comprehensive construction affluent society general situation, the development modern agriculture, is prosperous the rural economy is the most important task. Although since the reform our country finance supporting agriculture total quantity has improved, but the relative share actually presents the drop in the fluctuation, the agricultural investment, specially the agricultural public goods investment insufficiency is restricts our country agricultural development the important attribute. Along with the Chinese comprehensive national strength’s gradual enhancement, government finance supporting agriculture dynamics will further enlarge. But, facing the rigid fiscal budget restraint, the expenditure total quantity’s growth will be very limited. Under such background, from our country finance supporting agriculture policy’s angle, the solution "three agriculture" the question appears very essential. Since this article take reform and open policy the farmers’ income growth as a foundation, introduced that our country finance supporting agriculture policy the evolution course, summarizes the financial supporting agriculture policy result, the analysis finance supporting agriculture policy existence question, compared with profits from the developed country and the developing country finance supporting agriculture special operational policy measures and the feasible experience, finally aims at the question, profits from the overseas experience, and unifies our country national condition, proposed concrete, has the financial policy measure which the high operational promotion farmers’ income increases.
