Abstract


Since Binhai New Area has been contained in the national general development plan, Tianjin has been facing much bigger development opportunities and advantages as the economic center of Northern part of China. It is the strategic choice to conduct a new-round industry optimizing and promote the modern service industry (with the core of service outsourcing) on the basis of advanced manufacturing so as to optimize the industry structure of Tianjin and boost the industry upgrading.Tianjin has already listed service outsourcing industry into the focused supporting industries during“eleventh five-year plan”period, including main areas such as software development outsourcing, financial back-office service outsourcing, medicine research & development outsourcing, financing outsourcing, administration and HR service outsourcing, and customer service center etc.We believe, developing service outsourcing industry owns its strategic significance for Tianjin:(1)、Critical measure to maintain and strengthen Tianjin’s position as the economic center of Northern part of China and elevate Tianjin’s position in the world;(2)、New way for foreign investment attracting and export promotion;(3)、Strategic choice for industry structure optimizing, industry upgrading and economic social revolution;(4)、Effective approach for HR structure optimizing, attracting and fostering.To accelerate the development of the service outsourcing industry in Tianjin, we suggest taking the following measures:(1)、Brand: Mainly includes city position confirming, city brand establishing, strategic plan conducting, and brand strategy realizing.(2)、Market: Service outsourcing portal website constructing, outsourcing market expansion, global cooperation and advertising strengthening industry conference organizing and other measures to promote the influence of the outsourcing industry in Tianjin.(3)、Environment: Generally includes releasing local policies on Intellectual Property Right protection to establish a comprehensive IPR protection system; complete supporting services, establish and optimize the industry carrier and public service platform to support the development of service outsourcing industry; organize Tianjin Outsourcing Association as the industry service and management institution; improve the investment and financing system of service outsourcing industry, help outsourcing companies to expand quickly; establish powerful intermediary organization, build industry service brand; push the construction of basic network facilities as well as special network channel for outsourcing export etc.(4)、Industry leader: Support leading enterprise; encourage international certificate to promote the global competitiveness of outsourcing companies in this area; focus on the supporting of industries compatible to features of Tianjin; encourage service outsourcing companies to process innovative technology research and development.(5)、Talent: talent attracting channel expansion and HR high land constructing outsourcing including measures like outsourcing training centre establishing, talent-training etc.
