The quality of products is related to the people’s vital interests, the enterprises’survival and development, and the image of industry and nation. The quality level reflects overall economic strength of the country or region and have a greater impact on the quality and efficiency of economic development. Although the product quality about Hebei province has been improving steadily in recent years, some problems still exist. For example, the overall level of product quality is not high, product quality is unstable in small businesses, large and medium-sized enterprises don’t compete intensely on quality, security incidents of quality occur from time to time, the problem of consumer complaints on product quality is still hot, and quality of regional products also has many problems. So it’s still a tough situation.For the current situation of the products’quality in Hebei Province, the paper start with the main problems by qualitative and quantitative analysis, micro-and macroeconomic analysis, and the integration of vertical and horizontal research methods. It analyzes the cause of quality problems by ranging from three respects which are enterprises, social environment and the management of government. In the enterprise respect, the lack of awareness, the backward concepts, the weak quality technological foundation work, the less ability of technological innovation and the lack of safety sense all the cause the lower quality. In social environment respect, the awareness of consumers’quality and IPR protection is poor, trade associations and other social organizations don’t play its due role, science and technology promote slowly which is external factors that affects the product quality. Problems exist either in enterprise or society are closely related to the management of government. The backward concepts, the superficial management, the implementation of grass-roots work is not in place, a set of strict quality supervision integrity system doesn’t establish, the lack of the investment funds in quality management and technical innovation , all of these influence the quality level.According to the reasons of quality problems in all aspects, from the perspective of strengthening the supervision and management of quality, this paper use knowledge about government control and the theory on government and social organizations, which is from Public Management, establish the concept on scientific quality. On the other hand, we should solve quality problem from the root better, further deepen the quality of the work of the important measures, continue to carry out in-depth‘quality boom in every county’activities to promote the development of regional economy. The quality credit system is needed to quick construct, and the social organizations play an important role in it. The paper propose some policy advices such as increasing the investment on quality, strengthening organizational supervision leadership and detection capability, and implement the responsibilities of quality, which are factors for product quality in Hebei province.
