Abstract


The rural labor force is large in quantity but is inferior in quality, which has become a great chokepoint of the society and economy development of rural areas in China. It is of strategic importance to develop the human resource of rural areas and train high-quality peasants for China to achieve a well-off society in an all-round way. In the opinion of self-generated Growth Theory, productive public capital, human resource capital, research and development activities, all of these have some attributes of public goods. Therefore, the governments should play a major role in the human resource development of rural areas.Based on the analysis of mass data, the human resource theory and finance principles, the thesis studies the achievements, deficiencies and solution in the process of human resource development supported by state finance in rural areas. The thesis is made up of five parts: in the first part, the author mainly elaborates on the studying purposes, significance, research situation at home and abroad, the basic contents, research train of thought and research methods; in the second part, there are some theories on the human resource development of rural areas and principles of financial functions, and the author mainly explain and analyses some related notions and basic theory questions.In the third part, the author mainly makes an assay of the roles that public finance plays in the human resource development of rural areas from the perspectives of quality, quantity and structure, examines the achievements that financial appropriation have made in education and health care and the attainments in the human resource development of China rural areas. In the forth part, the author shows the problems of financial appropriation in the human resource development of rural areas.Finally, the author treats the ways and methods of advancing the human resource development of rural areas in China linking the finance effects. She points that the leading role that the governments play, especially, the central government and the province-level governments’functions of guiding the social resources must be brought into full play. In addition, she holds an opinion that not only the financial appropriation of education and health care must be increased, but also the burden shared among the central Government, province-level governments, county governments and township governments must be made adjustments to, and she thinks that the present practices of China rural areas must be taken into full consideration when a set of operable strategies for the human resource development are being made so as to serve China’s modernization construction of rural areas.
