Abstract


State property is important to the national security,social stability and economic growth of our country.As the Reform and opening up goes on,the operating environment of the state property has changed a lot.We must reform the operating system of our state property so as to keep our state property at a secure level and to enhance the enthusiasm of the state-owned firms and to keep the operation of the state property profiting and to secure the rights of the stste property owners and to increase the social wealth.The 16th meeting has promoted operating system of the state property in 3 respects:1st,it has generally set up the operating system of state property and the laws of the system.2nd,it has enhanced the monitoring of the state property system and improved the work of financial oversight and has improved the system of the board of supervisors.Finally,it has standardizated the Rights deals of the state property and has reduced the loss of the state property and secured the rights of the people and helped keep the society at a steady level.But compared to those developed countries,the efficiency of the state property operating system is still too low and the loss of the state property is still great.This essay mainly analyses the problems of the operating system of the state property of our country and then tries to find ways to solve them.it can be devided into 4 parts.Part 1 introduces knowledge about state property.Part 2 analys es the problems of the operating system of our country.part 3 introduces the experience of other countries.Part 4 lists ways to improve the state property operating system of our country.
