Abstract


The new rural cooperative medical care,referred to as "the new rural cooperative", is a rural health system which aims at treating serious ill.In this system,government should organize,guide,support it and farmers voluntarily participate in it,Individual,collective and multilateral should raise funds.To individual contributions,collective support and government-funded way to raise capital.The rural cooperative medical financing is the new rural cooperative medical care system for the continuing development of the key link and is restricted new rural cooperative medical system bottlenecks.Stable source of funding is to ensure the new rural cooperative medical care system to be sustained and healthy development of the foundation and guarantee.Therefore,funding of cooperative medical care to the normal operation of the central nervous system,is also the co-operation of primary health care continued to key points.This paper studies to perfect the new rural cooperative funding mechanism in the 14 countries in Liaoning province for the study.The research process in the theory of public goods,welfare economics,information asymmetry theory and the law of large numbers of Insurance on the basis of a theory using the combination of theory and practice of analysis questionnaire survey statistical analysis literature research method.In financing aspects of the cooperative medical services, to narrative the rural cooperative medical system in China the history,then analysis of the current situation of new cooperative funding mechanism,then Case System in 14 areas new cooperative principle funding mechanism in the financing,funding sources,funding levels,funding model and the supporting measures five aspects of this problem,and finally solve these problems,combination of rural medical security system of foreign inspiration.by improving the financing of new rural cooperative medical care system proposal,hoping our new rural cooperative medical help improve the funding mechanisms.
