Abstract


Firstly, According to the situation of the index system of strategic environmental assessment of plans at home and abroad,this study put forward the research purpose and meaning of the index system of strategic environmental assessment of urban master plans. Based on the theories of assessment and index system,the principle and construction method of DPSIR、LCA and the basic index system were proposed. By comparing the principles, advantages and disadvantages, combined with the keypoint and purpose of environmental assessment of urban master plans, the DPSIR model was selected.The further study indicated the analysis of the urban master plans and environmental assessment, put forward four emphasis on urban master plans and discussed the relationships between the urban master plan with others.Eventually,by setting the urban master plans project of Hefei city(2006-2020) for example, with the DPSIR model to construct the index system of strategic environmental assessment of urban master plans, on five aspects-driving forces, pressure, states, impact, response to establish totally 36 indexs,then by the use of AHP to determine the index weight and grey multi-hierarchical connection analysis method for integrated assessment on the indexs.In 2004 -2005 the Heifei city keep in lower sustainable development level (0.3398,0.3876), middle-level in 2010(0.5369),and higher level in 2015(0.6016),reach the high level level in 2020 (0.7847).The evaluation results agreed with the sustainable development trend in Hefei city.This paper used the improve entropy method to verify the analytical conclusions of multi-hierarchical grey relation analysis method, the verified results showed that the evaluation results of two calculated methods are the essentially same, but it had a little deviation, the deviation had smaller affect on evaluation conclusions. The study made a contribution for the practical significance and reference value for the index system of strategic environmental assessment of urban master plans.
