“Washington Accord”is a well-known international accredited accord, This paper aims at introducing its back ground,constitutions,procedures and application condition of temporary party who signs a treaty, which significant for making accredited system of higher education in China.Singapore as the Asian country in 2003 to become the "Washington Accord" interim State Party Organization. Its two famous domestic colleges and universities National University of Singapore and Nanyang Technological University, Singapore engineering major is a worldwide top-ranking engineering major, and the adoption of the Singapore Association of Professional Engineer certification, the major works cultivate talent in the world to be recognized. In this paper, a detailed study of the two universities of higher engineering education, in educational objectives, curriculum and content, educational arrangements, major theoretical platform, graduation design, personalized cultivate students, teacher recruitment and so on.
