Abstract


General purpose governments and special purpose governments appeared at about the same time in the history of chinese administrative division. They have existed side by side for a long time. But at present, it is actually rare on the theoretical research of the special purpose governments. So, there are important theoretic and realistic meaning on its study. There are large numbers of special purpose governments in the United States and that number is growing. Special purpose governments are the country’s fastest-growing form of governments. They have become mature and complete and serve as an effective response to the citizen demand for public services. So they can provide some implications for special purpose governments in China.This study chooses special districts in the United States as the research object. This research altogether has five parts: The first part elaborates the reason for the selected topic, the concept intension and the correlative research summary. The second part is about the basic theory of special districts in the United States, including the definition of special districts, the characteristic and classification of special districts in the United States, the system of U.S. local governments. The third part, the causes of their formation were analyzed. They are unsuitability of other local units in area, finances, functions, administration, attitude, the desire for independence, advocacy by existing governments. The fourth part is the analysis of the implementation of special districts in the United States. The enabling acts, the method for its establishment and abolishment and the area of special districts are discussed. The fifth part, the meaningful enlightenment it would give us after analysing the achievements and lessons from the experience. This can surely give references to us.This paper is initiative in the research on the implications of special districts, the causes of their formation and the implementation of special districts in the United States. Several suggestions for China’s local government’s reform and the development of special districts are put forward.
