Abstract

At present, China’s reform and development has come into the critical stage. It is the period that exists important strategic opportunities. The administrative department of industry and commerce is the critical department to maintain the order of the market economy of our country. It plays an important role in maintaining the order of the market to create a healthy, stable and rapid development. During the new period, the administrative department has a harder task and the burden of responsibility is more significant. With the increasing changes of the economic environment, the administrative department for industry and commerce must conform to the new development of the situation.The year of 2011 begins with the "1025"project. The global economy is not stable and it is hard to predict the uncertain factors which can bring China many new challenges. Now, we encounter the situation of lacking of the resources and some limitations of the development for companies. Therefore, many issues need to be solved by the administrative department of industry and commerce. What it more, how to work better and how to make the function be in a good condition with a scientific method is a valuable course.Nowadays, the department plays the role that it serves to the government’s development and it also serves to the people’s benefits. The department also takes charge of keeping the investing environment in a good condition and creating a fair and healthy consuming environment. At the same time, as the department strengthens the supervision of the markets and transforms the function positively, the social human environment has clearly improved. However, under the strike of the outer environment, there appear many varieties of industries along with many new violations. Because of these new issues, it exposes the gap between the department’s development and the social development. For instance, the market supervision and core function of the department for industry and commerce has not outstood effectively. Food safety, Consumer rights protection and operating without a license can not perform the department’s function. We can conclude that the causing factors are multilateral, such as, among the inner environment, the qualities of the employees are not very high and they lack of the professional skills and senses of law. Furthermore, among the outer environment, there exist some fixed abuses. The series of the problems reflect that the change of the environment and the change of the thinking method have influenced the mind, the working method and the operating way of the department at some extent.Based on all kinds of experts’thesis and theories, this paper aims to analyze the important functions of the administrative department to expose the. gap between the normal work of this department and modern economic development. Through the comparison, I had stated my own opinions and make it work as to adjust to the situation of the society. Here, I take the administration for industry and commerce for Wafangdian enterprise in Dalian as a typical case and explore how to transfer to a better government serving our society well.
