Abstract


China is a multi-ethnic country,enhance support for minority areas has always been a significant policy for poverty alleviation and development . Since the implementation of "Rural Poverty Alleviation and Development Program of China (2001-2010)", revolutionary areas, ethnic areas, frontier areas has always been the focus of poverty alleviation. Finance is the core of modern economy, and takes an important position in poverty alleviation and development. Carefully organize and implemente a series of financial policies and measures to support the development of National Poverty Alleviation and increase credit support , as well as improve financial services to acceleate economic development of ethnic poverty areas in the Western Development,is the bounden duty for financial sector, especially the financial sector in national poverty areas. Research the positive influence of financial development on poverty eradication and relational policis, is not only meaningful for the development of the ethnic area and poverty elimination, but also has great significance on the continued development of China’s economic and long-term social stability.Through analyzing the financial institutions, formal and informal finance which support the anti-poverty, and use the empirical study of financial anti-poverty of Enshi Tujia and Miao Minority Area, the thesis makes recommendations on financial services mechanism innovation of China’s ethical areas, this will have certain significance to the poverty alleviation in the ethical areas. This thesis is divided into five chapters:The first chapter mainly introduces the purpose and significance of the topic, and presents the relevant research on domestic and international literature review; make clear of the total ideas and methods.The second chapter introduces the evolution and international experience of anti-poverty, containing: the concept and define of poverty, international experience of anti-poverty, and analyzed the significance and effect of the financial support in anti-poverty by using the relative theory.The third chapter first introduces China’s current situation of poverty and its features, then use comparative method analyze the current situation of the anti-poverty support from financial, formal and informal aspects.The fourth chapter introduces the situation of poverty in Enshi, using survey data to analyze the financial support to the anti-poverty in En Shi, in that way can find the problems and causes in financial support of anti-poverty.The fifth chapter make recommendations on perfect the fiscal policy, improve the ability of the financial service, explore innovative ways to finance development mechanism, establish a multi-level, wide coverage, high efficiency, and sustainable rural financial system.
