Abstract


Water security problems are considered the important components in the three major challenges of population, resources. and environmental issues which people have to face in the 21st century. Meanwhile, population, resources, and environmental development is an important social and economic security for sustainable development. Water plays an important role in life. As the source of production, a social core and dynamic resource, it is irreplaceable and difficult to resolve with high-tech. Therefore, water security is extremely important to the non-traditional security of the state. Known as watertown of the world and pool in Asia, Danjiangkou reservoir has been chosen as the center line of cross-century project of south-to-north water diversion program for its good water quality. With the south-to-north water diversion project works, project area of the source area of Shiyan City, higher requirements for the water environment in Shiyan have been proposed by project area, taking into account a region’s security and sustainable development, thus giving rise to this article on water Danjiangkou carrying research capacity. Based on the theory of carrying capacity of water resource, this paper establishes the appraisal system to the water carring capacity of Danjiangkou reservoir area. Through appraisal and analysis of the systemy the conclusion is drawn that:the water carrying capacity status of Danjiangkou reservoir area is adequate and the water is safe basically. The influence fact of the carrying capacity is the conflict between ecological environment and economic development.Nowadays, the international crisis of water resource is becoming more serious, which influenced the harmonious development of society in various degrees. Danjiangkou reservoir area, as the main water supplying area of middle of south-north water transfer project which is one of the important national development strategies, its water resource safety is closely related to regional even the national concern. As the most important component of water safety, the carrying capacity has great impact on the water safety. The aim of studying the carrying capacity is to keep the virtuous circle of ecosystem and ensure untraditional safety of the area. This paper studies the carrying capacity of the Danjiangkou reservoir area through the perspective of water safety. The carrying capacity is deemed as a system which is divided into three subsystems: water condition, economic condition and ecological environment. The critical principle of picking up the target is the availability and universality of data. Chapter one of this article pointed out whether the water resources has adequate carrying capacity is the main factor of the safety of water resources meanwhile water resources has considered to be one of the traditional unsecure object which is the purpose this research is intended. Through the statement and evaluation of the researches both civil and abroad, the basis of this article was made. So far no quantitative methods have been applied to study the carrying capacity of water resources, and most of them still focus on the biological state or economic state prospect. In the last part of this article has pointed out the innovations which has been made in this research.Chapter two of this article has a theoretical study on carrying capacity of water resources. It elaborate what’s bearing capacity of water resources from the definition, systematic function, structure, affecting factors prospects and draws a scientific definition of water carrying capacity. Carrying capacity of water resource is the ability of the water resources to sustain the population, economy, ecology and human society. Once this ability fail to support the development of this area, it will affect the security of water resources and non-traditional security and finally the sustainable development of the whole society. This article based the current methods applied on the study of water carrying capacity and presented a new method to analyze, distance index method which use the exact annual data to evaluate the water carrying capacity of object area in a specific year.Chapter three is the main part of this research. It uses the distance index and AHP method to study and evaluate the carrying capacity of water resources in Danjiangkou Area and provides the basis for the next chapter. This chapter demonstrates how this concept is applied in the research through the study of water resources, ecology, economy overview of Danjiangkou area. Based on the principle of data’s accessibility and universality as well as dynamic evaluation principle, this research choose current national standard to analyze through AHP method using Matlab to assign each variable to determine each variable’s weight. With reference year and object year determined, the distance index of year 2009 to year 2015 has been calculated out through AHP method to pre-solve every variable that the distance indexes of water resource condition economy condition and ecology condition range from 0.25 to 0.5 which is accepted to be sustainable.Chapter four based on the conclusion have made suggestion on law and regulations, public right, ecological cycle on the main problem of the carrying capacity of water resources, the conflict between economy development and ecology environment. These include establishing a compete law and regulations from the views of tax on environment protection and water resources management, properly managing the public right through setting up relate agencies and constraining the behavior, ensuring proper ecological cycle through compensation mechanism and city planning. Those suggested measures are based on the evaluation on the carrying capacity of Danjiangkou water resources and contribute to the safety of national water resources and the policy about non-traditional security through the research on the carrying capacity of water resources.This article referenced the relate research on water carrying capacity both civil and abroad and static data both local and nation-wide has adopted the combination of theoretical analysis and data analysis both theoretical and laboratory. In short, this article based on the outcome of current researches adopted a new method of innovation both theory and technique with the purpose to contribute to the foundation of non-traditional national security theory.
