Abstract

Development of community education, lifelong education perspective gained ground as the first community school of the 18th century in the Western establishment, faster and faster, more and more attention has been paid. 1994 in Shanghai Jinshan Community, China also established the first community college. With the January 13, 1999 of the Ministry of Education for the 21st Century Education Revitalization Action Plan proposed system of lifelong education in writing manifested. Learning resources, can not be separated from the community in the development of community education. Learning resources, including teaching learners achieve learning objectives with all the resources, learners directly in the face of the object. More specific generalized statement, learning resources is not only refers to the various learning learning information (non-human resources), and also includes the learner can learn the object, such as teachers, students, and proficient in a particular discipline or (a human resources), it can be specially designed according to the learning objectives, and other information to learn certain skills. And learning resources essential attribute is that it's social development and utilization of learning resources learners to achieve the purpose of socialization. So, in the development of community education, the role of learning resources is very major. Community learning resources, learning resources currently scheduled in a specific community, in addition to our tangible learning resources in a variety of tangible, the other intangible learning resources we need to be developed, so that they the best use. At the same time, regardless of what kind of learning resources in the specific development of the former are in a potential state, so that must ideology clearly recognize the importance of learning resources, which we can actively play a subjective initiative to develop. Specific development process, we also need the government department in charge of the various units in the area, the group's help, in addition to policy support, ideologically mobilized public opinion and propaganda, also need specific capital investments. So, relative to the high economic level, government investment is relatively large for the eastern region, western resource development is particularly important, how in the case of the low levels of funding, limited financial resources of the government, as much as possible the community of learning resources are developed to meet the needs of learners, to build a system of lifelong education services. However, the current situation, it is concerned about the community learning resources development studies scholars less, most of the focus in community education resources, curriculum resources, and the development of multimedia resources, so not to mention about the backward areas of the western community within the research and development of learning resources. For the above reasons, the paper selects An Cloud Road Community of Guiyang City, Guizhou Province as a fundamental entry point to learning resources within the community to carry out research to find inadequate, and thus try to propose appropriate countermeasures. This paper is divided into four parts: the first part is to start from the theory, outlined the specific definition of the theory, and community learning resource development process theory. This section is part of the basic theory is basically a summary of the results of previous studies, the foundation behind the content. Second part describes some of the methods and experience of some foreign countries in the process of community learning resource development, mainly through legislation to strengthen the development of community education, provide adequate funding for community education and the establishment of community learning, leadership and management institutions to strengthen the development of community learning resources, so we study Ann Cloud Road community play a reference role.
