Abstract


Chongqing is the only city directly under the jurisdiction of State Department in the west, driving big rural area and big reservoir area.In the Eleventh Five development layout of Chongqing,developing city space and speeding up urbanization were put forward.With the process of urbanization and industrialization accelerated,lots of farmland has been expropriated to satisfy the development of economy and society,which will result in more peasants whose farmlands are expropriated.From 1982 to now,there are about 0.9 million people whose household transformed from rural to urban after land expropriated(as follow calls RTU people).As most of them are in low knowledge and working skill,they will face great risk in living and employment. In the process of establishing harmonious society of socialism,the problem of RTU people aroused a universal social concern.It is very necessary to establish and perfect the old-age security system of RTU people.At the same time with not only theory but practical significance.At the background of speeding up urbanization in China,this paper starts with how to perfect old-age security and guarantee farsighted benefit of RTU people,comprehensive using economic welfare theory,the equity and performance theories,dual economic structure and related law basis, on the basis of elaborating and investigating old security of RTU people in Chongqing,through statistics and analytics getting the problem and reason of it.By experience of native and abroad and under the contradiction,development and movement of the socio-economic life put forward perfecting the suggestion and relative measures of old-age security of RTU people in Chongqing.Based on the above mentality,the full text unifies own actual investigation and study material and academic circle’s related research results,mainly conducts the system research from the following several aspects to the old-age security of RTU people in Chongqing:First,the paper to the people whose household from rural to urban after land expropriated,the social security as well as the old-age security basic concept carries on the limits,causes the article analysis question the starting point to be more explicit;Simultaneously pointed out that this article is based on the economic welfare theory,the equity and performance theories,dual economic structure and related law conducts the research,to perfect the old-age security system of RTU people to provide the rationale basis.Next,the article utilization history analytic method,has reviewed Chongqing city to establish the old-age security of RTU people since 1992 system’s vicissitude process,evaluated:from 1992 to 2007,government has only carry out save type old-age security for women whose age above 40 and men above 50.The result is the level of guarantee and ratio of attend are very low.The new old-age security way for RTU people has the level of city as well as contains many RTU people,but the differences between new and previous policy are still obvious.The number of years for older ages in youth and middle joining the town enterprise works basic old-age insurance are a little long. Through investigating and unified the chart,the table and the individual case has analyzed the present old-age security way of RTU people,has provided the very good quota basis for as follows question’s analysis.Once more,author find out the problems of the RTU people old-age security after analyze statistics and case:the limitation of primary RTU people old-age security way;primary RTU people don’t pay the piper of basic pension expense;younger RTU people wouldn’t like to join insurance; pension risk of future payment.Considering the practical of Chongqing city development level get the reasons of the problems:the loss of land guarantee;the limitation of present land expropriation compensation in China;the non-main way of business pension insurance;the unconsciousness on modem social security of the RTU people and the non-perfection of relative measures about social security.Then,to domestic and foreign compared the successful land-expropriated people old-age security system using the comparison analytic method to carry on the detailed elaboration and the analysis,overseas included:American,England,German,Japan and Brazil;The home includes: Beijing,Chengdu and Zhejiang,through to the above national and area land-expropriated people old-age security system’s analysis,thus obtains to perfect Chongqing city RTU people old-age security’s enlightenment:Combining area practical level,must to take social pension security as core, establish special account of land-expropriated people social security fund,practice expenditure and receipt two line management,strengthen the supervision and stipulation toward the fund,perfect relative measures and solve employment train;housing and other related work to accelerating urbanization progress.Finally,combining area practical level the article in profits from the domestic and foreign land-expropriated people old-age security system successful experience’s foundation get the conclusions:establish the RTU people old-age security of family old-age security for foundation, social old-age security for main body and community old-age security for assistant.At the same time, through establishing and perfecting related employment institution to provide economic support for the RTU people afresh employment.In order to guarantee payment of pension,related governments do well work of pension financed,supervised and increment.On the basis of above suggestions perfecting more relative measures to make the RTU old people have to keep,have to learn,have to teach,have to work,have to cure and have to joy.The measures are as follows:reforming administration management system,standardizing community old-age security policy,carrying out medical security and insuring the RTU people have house live to guarantee roundly old-age benefit of the RTU people.
