Abstract

On the basis of the development status of China's high-tech industries and traditional industries, research scholars use efficiency measure theory, select the panel data of China's high-tech industries and traditional industries of China's high-tech industries and traditional industries efficiency empirical Analysis. Based on DEA Malmquist Index calculated draw 1995 and 2007, China's high-tech industry and the technical efficiency of traditional industries and decomposition efficiency and total factor productivity rate of change of its components, on a comparative analysis between the two, and the impact of total factor productivity of the factors of the rate of change of the analysis, the following conclusions: (1) China's high-tech industry the static efficiency level higher than traditional industries. 1995 to 2007, the same high-tech industrial scale (CRS) under the conditions of technical efficiency (TE), scalable (VRS) under the conditions of technical efficiency (PE) calendar year and average values ??were higher than those of traditional industries, but the scale efficiency (SE) calendar year and average values ??lower than traditional industries, including computer and office equipment manufacturing industry is a high-tech industry best practices in the industry in the selected 17 industries; (2) the dynamic efficiency level of the high-tech industry in China is less than traditional industries. 1996 - 2007 TFP change index of high-tech industries and traditional industries, changes in index of technological progress and changes in technical efficiency index mutual level slightly higher than the high-tech industry, but from the average, traditional industries, which belong to the traditional industries petroleum processing, coking and nuclear fuel processing industry average dynamic efficiency highest the fastest efficiency; (3) the level of technical efficiency of China's high-tech industries and traditional industries to be improved. 1995 to 2007, the same high-tech industries and traditional industries scale (CRS) under the conditions of technical efficiency (TE), respectively, 0.46 and 0.29, the average technical efficiency of the high-tech industry has not reached the level of 50%, an average of half more than the loss of efficiency, traditional industries are even lower, with the loss of more than 70% efficiency, to the sustainable development of China's economy, we must continue to improve the efficiency of China's manufacturing industry; (4) China's high-tech industries and traditional industries TFP change rate Factors Affecting mainly RD, human capital, physical capital expenditures have a certain influence on the efficiency change, while exports of efficiency changes smaller impact, improve TFP can start to consider from the perspective of China's high-tech industries and traditional industries; based on this paper to find out the reasons for the gap between the high-tech industries and traditional industries and suggest improvements, in order to promote the efficiency of the production of high-tech industries and traditional industries, accelerate the development of high-tech industries and traditional industries.
