Abstract


The concept, Ecological City, comes under the attention of the world as soon as it appears. In fact, the word, ecological, contains three aspects of philosophy, industry and legality of ecology. The construction of Ecological City is not only the simple protection of environment, but also involves lots of aspects, like prevention and cure of environmental contamination, protection and construction of ecology, development of ecological industries including industry, agriculture and tourism of ecology, construction of habitation environment and ecological culture, and which is the requirement of the strategy of sustainable development. The construction of Ecological City is not only concerned about the survival situation of a city or country, but also concerned about the problem of sustainable survival of descendants. We began the exploration of the Ecological City, and introduce a series of rules which were based on the The Town and Country Planning Act. However, compared with Garden City of Singapore and Tomorrow City of Malmo of Sweden, we don’t know the concept of Ecologic City well, and don’t have thorough supporting system like environmental laws which is corresponding to Ecological City. Therefore, the thesis is trying to analyze the problems arisen from the construction of Ecological City by starting with the City Planning Law and other related laws and borrowing ideas from foreign advanced lessons, and putting forward proposals to construction of Ecological City, combining with China’s present laws.This thesis has four chapters besides the introduction and conclusion.Chapter One:This chapter principally analyzes the summarization of relevant systems of Ecological City, including the history and the legal command of the Ecological City, which also introduces the evolution of the legal system on Ecological City in China.Chapter Two:This chapter mainly does some research about the relevant experience of construction and practices of foreign Ecological City. And draw the inspiration from the analyzing the excellent Ecological Cities from other countries.Chapter Three:This chapter majorly analyzes the problems and situation of city planning of China and relevant laws, which mainly analyzes the merits and shortages of the entity and procedure of the core legal system.Chapter Four:This chapter majorly puts forward my suggestion to the construction of Ecological City, based on the above analysis, in which I try to find the improvements of the practices and legality in Ecological City.
