Abstract


As an important safety management model, safety culture is a basic strategy to prevent accidents, improve security management and ensure safety. Team’s safety culture is an important part of enterprise’s safety culture, and will affect the level of the latter directly. Therefore, this paper researched on the valuation and construstion of oil enterprise’s and team’s safety cultures to improve the sustainable development of them.Firstly, this paper states the conception of oil team’s safety culture, introduces the contents, functions, methods and procedure of evaluation for team’s safety culture, and compares the evaluation of team’s safety culture with that of enterprise’s safety culture.Secondly, based on the principle of‘human security’and the model of team’s safety culture, evaluation system of oil team’s safety culture is set up; according to SMART, the stage layer to the indicator system is used to establish the evaluation system of oil team’s safety culture. Wherein internal evaluation includes 6 first-level indexes (safety management, safety environment, safety training, team leader quality, member behavior and safety affair) and 22 secondary indexes. External evaluation includes 4 first-level indexes (safety promise, safety behavior encouragement, manager behavior and information transmission) and 14 secondary indexes.Thirdly, the evaluation model of oil team’s safety culture is set up in this paper. This model obtains the weight of criteria level via improved AHP. Sequentially the data is collected by evaluation questionnaire survey, and the score of team’s safety culture is obtained from weighted average calculation to determine the level of team’s safety culture.Fourthly, the team’s safety culture of First oil picking factory, which preliminary level is determined, is evaluated by this evaluation model. The result of evaluation is basically consistent with the physical truth of this oil picking factory, which proves the availability and reasonableness of the evaluation system and the model.Finally, the construction proposal of team’s safety culture is given from four aspects of safety material culture, safety spirit culture, safety system culture and safety behavior culture. From the feedback of First oil picking factory, the proposal is available and efficient, and improves the team’s safety culture of First oil picking factory and the development of enterprise’s safety culture, guarantees the enterprise’s safety production importantly.
