Abstract


Since reform and opening up 30 years, the development of all aspects of our society have undergone a sea change: GDP increased 67-fold, import and export trade, turned 104 times the scale of foreign investment to the average annual growth rate of 20% increments, total tourism The income of the average annual increase rate of 26.7%. In the booming sectors of society, quickly generated a huge talent gap. In this case, only rely on the power of the state to develop the market with the necessary talent has been far short of needs. So, all kinds of professional and private education institutions of all sizes came into being. In this stage, the private education institution experiencing from scratch, from small to large, but also highlights the many management problems, such as instability in the quality of education, the frequent movement of persons as well as the fees are unreasonable; especially in the business the incentive and restraint, often mechanically assessment model for other industries, the effect is just the opposite. For the above reasons, the paper analyzes the characteristics of the industry from China's private education institutions, the industry development status and operational management mode. Study summarizes the modern enterprise management mode and operators the incentive and restrictive mechanism, analysis and comparison of the private education sector and other non-education industry to impose a different business model, manager market, incentive and restraint mechanisms, and policy and regulatory environment and its the problem, and then pointed out that the key to solving these problems is the building in line with industry characteristics operators incentive and restraint mechanisms. The paper argues that: build business incentive and restraint mechanisms, from the analysis of enterprise scale, capital formation, organizational goals, business model elements start. Given the smaller scale of most of our private education institutions, the capital structure is simple, clear organizational goals and a single business model, institutions of governance should focus on considering the capitalization of human resources, social reputation, fame and self-worth, the role of internal and external motivational factors; same time operators should be subject to the articles of association and internal constraints of the authorized agency agreement, the consumer environment and external regulatory constraints, and the pursuit of social identity-based self-restraint. The article also from the point of view of the operators of the private education industry, called for the formulation and implementation of relevant laws and regulations departments to actively investigate the current development of China's private education industry, hear industry voices, to fully understand the needs of industry policy and theoretical knowledge, daring learn and learn from foreign mature concept of private education, the introduction of a mature school system, to provide richer personnel for China's economic development. Insist on a combination of theory and practice, integrated use of various theories on the operators to carry out the analysis of incentive and restraint mechanisms, and using a variety of charts and case described demonstration.
