Public opinion comes from the public when they focus on some social problems at the same time and talk about them spontaneously with some own opinions.As a way to show the public’s idea,it can’t be neglected or looked down upon in the process of improving socialist democracy.With the development and special features of Internet, the supervision of public opinion may monitor the public issues more directly and more effectively.Such as "South Tiger"," "invaluable cigarettes","Sun Quanlong reported by Internet blog",the worldwide relationship set up by Chinese internet surfers when our Olympic torch was robbed in Australia,all these have shown that commonality,opening, interactive and diversify features of the network public opinion strengthen the power of the supervision of public opinion.Supervision of public opinion expanded the public’s participation in greater scope,depth as well as strength.As a new form to do public supervision,the supervision of network public opinion takes a more important role in promoting democracy building.The supervision of network public opinion enlarge the members to do supervision,which means more and more people will take part into the supervision of public opinion.The supervision of network public opinion promotes the public’s enthusiasm to do supervision,for what they say will be focused on and be quoted.The supervision of network public opinion consolidates the function of public in supervision,so the effect from public gets more and more attention.However,on the other hand,it also has negative effect.The man who surfs the internet can be a justifiable man or an injustice man.As a result,they may do totally different thing by Internet.The later crowd may cause false information,influence the justness of judgment,and involve into social secret issues.So if we just relay on the supervision of network public opinion, without monitoring it,it will obstacle the development of our democracy building. Therefore,we should treat the supervision of network public opinion as a trust power, while treat the supervision of Medial opinion as a director.For the purpose,we can strengthen the power of medial consensus to direct internet public consensus.We can also strengthen the theological power to manger the supervision of network public opinion.Otherwise,we can put out some law to dominate the use or the users of internet. We should pay attention to the way of means to direct the supervision of network public opinion and the training of the clerks who are doing internet issues.This thesis was made through compare way,the discussion focus on the people who take part in supervision of public issues and government issues.This paper has discuss how the Internet influence the scope,active and status of the public.It also discuss how the government guide the public to successful supervision.
