Abstract


In order to supervise the implementation of China’s commitments and provide suggestion for US economic and trade policies toward China,USTR has released seven annual reports since China’s entry into WTO.USTR has been urging US government to adopt the so-called“China’s Responsibility”.The annual reports demonstrate the concern of China’s economic development and determine the main content of US’s economic and trade policies toward China to some extent.Firstly,this paper discusses the authoritative and particularity of USTR,states the role of USTR report and studies its weight in US decision-making toward US-Sino economic and trade policies.Secondly,this paper makes analysis of annual reports and holds that during the presidency of George W.Bush,the propositions made by various forces in the U.S.can be summarized into two words:cooperation and restriction,which determines the complexity of US economic and trade policies toward China.During the section of case analysis,this paper employs the examples of the two areas in USTR report,namely,trading rights and distribution services,and the services trade to probe into the claims of cooperation.Then the fields of domestic policies,intellectual property and agriculture are illustrated to probe into the claims of restriction.The research demonstrates that after China’s entry into WTO,the United States has been seeking the balance of economic and trade policies toward China:on one hand,the United States needs to cooperate with China;on the other hand,China should be restricted properly.To be specific,the United States not only needs to restrict the impact of China but also needs to make China assume some international responsibilities to meet the interests of US as much as possible.USTR and its annual reports have served the role of seeking the balance and will continue to play such a role.
