Abstract


Rural roads play an increasingly important role in the social, economic , cultural . Since the 16th CPC National Congress , China 's rural roads has made ??great achievements , but the overall level of service of the rural highway still can not meet the need of socio-economic development and people's living standards improve and enhance the \and weaknesses . In recent years, the quality of rural road accidents , quality problems and many occur. According to the basic division of rural highway construction stage , quality planning belong to the pre- decision - making and development stage , the stage of the whole project the greatest impact , the phase of the study , effective solution to to reduce rural roads all kinds of quality problems . In this paper, QFD technology research at home and abroad , benefit from the rural road project quality planning perspective , analysis of the various factors affecting the quality of rural road construction planning objectives and quality planning , the use of QFD technology this analysis tools , according to the rural the Highway own attributes and social attributes, the establishment of rural roads project planning house of quality . Analysis of the elements in the planning house of quality , to build rural road planning quality evaluation index system , the use of AHP and QFD weight of each index analysis in order to build the gray - level fuzzy evaluation model . Finally, according to the actual situation of Hunan Province San Tin - Golden Harvest rural road project to construct the evaluation index system of construction of rural road quality planning , the use of planning quality evaluation model , quantitative evaluation of the actual project . From the rural road engineering decision-making stage overall grasp the roads of rural roads , research rural road project quality planning system , to provide some guidance for the actual rural road construction quality planning , in order to form a reasonable quality of rural roads in rural road construction phase .
