Abstract


With the smooth implementation of the"Eleventh Five-Year Plan"and the quietly approaching of the"second Five-Year Plan", the state policy which fully tilted to the rural areas has become an indisputable fact. Since 2003, the important strategy of "the co-ordination development of urban and rural" was proposed, the related construction of the socialist rural communities become a hot topic in planning, sociology, economics and other disciplines for a time. At the same time, rural planning and construction of new communities has practical significance.As the end of 2010, China’s urbanization rate was 47.5%. China has entered a period of rapid urbanization. Undoubtedly, China will enter a variety form co-exist of urbanization in a very long time. At present, based on our limited land resources and the land consolidation work since 2004 (such as the changes with urban and rural land-linked systems, etc.), there are two main directions for the development of rural communities:First, gather as a new rural population, moderate (in situ urbanization); Second, mass together to form a new city (town). But no matter which direction will the development of rural communities be chose, the aims both are the intensive use of land resources, improving living conditions of rural residents and promoting the coordinated development of urban and rural areas.In this paper, with the new rural community planning of Gaoling as an opportunity,the author locks the study area in the Western region of State,which radiation and driven by the large cities, agricultural activities and non-agricultural activities co-exist,with the characteristics of urban and rural areas, the industrial scale has become gather and was taken seriously in the planning of urban and rural areas by the State and government. Firstly, the author clearly defined the related concepts with new rural community. Then discusses the "Garden City", "neighborhood unit" and "New Urbanism" and other related domestic and foreign-related cases based on theory and community planning in rural areas which can be learned. Finally, analysis the dynamic mechanism of new rural community planning of Gaoling,which is urban and rural comprehensive reform in Shaanxi Province. From macro and micro levels (Site layout planning for new communities in rural areas in Gaoling and the construction planning of DongFan village), the author explores the rationality and the planning content and methods in such areas in situ urbanization patterns-a new rural community planning
