Any kind of regime mainly reflected some kind of opinion of value of a nation or a society at a given age. The rule of adoption, as an important kinship system, continually changes its internal need with the step of age. Despite“Adoption Law of the People’s Republic of China”and“The adoption of children by Chinese citizens registered way”issued by government, due to the traditional thoughts, indifferent law consciousness and want of propagation of policy and laws, abundant phenomena of de facto adoption still exist in China.Located in the southwest of China, Chong Qing has vast remote and mountain areas, numerous minority nationality and typical dual structure in urban and rural economy. As a result of different national tradition and lopsided economical structure, the adoption in Chong Qing shows more complicate character and the phenomena of adoption exist prevalently. The de facto adoption is inconsistent to the legal norm, so the party of the de facto adoption lose effective safeguard of their vital interests such as the barrier in norm about the household register, education, hospitalization and social security etc. de facto adoption is a complex social problem related to several realms such as law, social security, family planning, social welfare and household register, etc. it is firmly related to the improvement of people’s livelihood, the maintenance of social stable state, and the promotion of harmony, so we should pay attention to it and take effect policy to resolve those social problems.Based on the all-round investigation and analysis of the de facto adoption in Chong Qing, the present thesis tries to implore and study how to resolve this problem. The present thesis firstly analyzes briefly the problem of de facto adoption and the importance of the management of it, then mainly analyses the current situation such as the scope, distribution characteristic, class, adoptee’s healthy situation and the economical situation of foster home, at last, on the basis of the analysis of the shortcoming of the management of de facto adoption, the developing discipline of management of de facto adoption, the coming chance and challenge are proposed. Combined with realistic situation in Chong Qing, the present thesis put forward to the effective policy and suggestion to perfect the register management of de facto adoption.
