Abstract


Household management is widely used around the world an important administrative and management systems,is also one of the foundations of the national administration work. The current household registration system since the founding of new China is gradually built up.There is no denying that China’s current household registration management system to protect the legitimate rights and interests of citizens,to strengthen the Government’s population management,the maintenance of public order,fighting crime,as well as the country’s economic construction and development services have played an important role. However,with the further deepening of reform and opening up and the market economy, planned economy,built up under the conditions of the household registration management system has been unable to fully meet the growing development of China’s economic and social needs,there are still some areas are not suited.In this paper,China’s current household management system problems have been studied in combination with their own practice and put forward solutions and measures,the main contents are:First on the formation of China’s household registration management system, development and history of the initial reform,pointing out that China’s household registration management system there are serious restrictions,and social benefits of fairness and non-discriminatory,attached to the interests of a great and very strong hysteresis of the defects such as rigidity.Second,discusses China’s household registration management system at this stage the main problem faced by,the household registration management is lagging behind the laws and regulations;person households can not be separated from the problem solved;account for the interests of the phenomenon of migration can not be stopped;increase in the number of floating population,difficult to control,such as census base.Third,the management of China’s household registration system reform measures,is to speed up the legislation,the development of a standardized management system of household registration;to relax the conditions for registration of account migration,and gradually reduce the threshold of population movements,the elimination of residence by the unfairness arising from the implementation of human account management;actively promote and change the original registration form,and explore new experiences,and study new problems and guide of the population in an orderly flow of migration to rationalize;population management step by step information,network,and to gradually replace an ID card system household registration management system;step up publicity to raise awareness of the people’s household registration.
