Abstract


Voluntary failure is a concept corresponding to government failure and market failure.After the occurrence of 5.12 Wenchuan earthquake,volunteers from the whole nation gathered together in Sichuan province,devoting themselves to the voluntary relief work.This article reviews various voluntary services provided by Shanghai to the disaster area,and pays attention to the voluntary failure happened during those voluntary services,which includes disorder of volunteer recruitment and management, lacking of encouraging and accessing mechanism,failure of integrating resources effectively,unprofessional and utilitarian behavior,lack of continual voluntary service and so on.On the basic of finding the reasons of voluntary failure and drawing on the experience of other countries on the voluntary relief services,this article proposes a resolving method for the voluntary failure from theoretical and practical aspect and discusses the roles of social workers in the voluntary service.
