Abstract


The ability to respond to crises is an important indicator to measure the level of government. Government, as the manager of public affairs and the public service providers and the public policy makers, bears the main responsibility in crisis management. It will be a long way to go to improve and develop China’s government crisis management system. This article is divided into the following five components:Part I: Introduction.It introduces the background and significance of topics and summaries the results of the domestic and international relevant research in this field ,expresses the purpose, ideas, methods and frameworks of this study.Part II: It defines the confinement of the government crisis management mechanism.This part defines the relevant concepts of government crisis management mechanism the characteristics of the crisis and the classification of crisis management theory, describes the theoretical basis for crisis managementPart III: It analysises the existing problems of Chinese government crisis management mechanism. It analysises the need for crisis management of the Chinese government and the problems of crisis management mechanism of the Chinese government.Part IV: It analysises the experience of crisis management mechanism of Foreign government. It introduces the crisis management mechanism of the United States, Japan and the Russian government and builds a crisis management mechanism for the revelation of Chinese government.Part V: It improves crisis management mechanism of the Chinese government. It explores the solution to improve crisis management mechanisms of Chinese government and tries to analysis it.Conclusion: This article concludes that the "crisis" is "a turn for the better." On one hand, the Chinese government has been made certain achievements in crisis management; On the other hand the Chinese government has to withstand a more severe test, during the period of China to build a harmonious society ,it needs more calls for improving and developing crisis management mechanism of the Government .The features of this article: It starts from China’s national conditions, using the theory results of government crisis management, drawing on theoretical and practical experience abroad, using the methods of empirical, analysises the major crises cases of the domestic government in the past two years, and provides the basic examples for the study of Chinese government crisis management mechanism .In view of the difficulty of the subject and the limited level of the author, this article only initials research and exploration of the Chinese government crisis management mechanism, it’s inevitable the existence of countermeasures and suggestions related to inadequate or inappropriate to be academic criticism of senior colleagues to conducive to further explore and research in the future.
