Abstract


As an inheritance of requesting technology created at the land reforming time .letters and visits are systematic and conventional methods that the nation power pervading into all aspects of social life. The peak of letters and visits in 2003 leaded to the enforcement of the new Ordinance of letters and visits in 2005. The surge of letters and visits had given heavy pressure on national agency, It also enkindled great reflection in the society. An argumentation on the existence of letters and visits had begun at the academic. In fact, the jam of letters and visits system is a concentrative embodiment of the lag in the democratic and law, the lag in public management, the lag in social service, which also reflecting the flaw in our law designing system. This paper based on the survey of letters and visits from wire direction and cross direction, has analyzed the need of letters and visits in our country, then I raise my own methods, that is, from the angle of perfecting the rule of law, then gives new blood into the letters and visits system, bring all aspects of interests into the judicial system.The first chapter is about the isagoge, It constitute the meaning of the thesis, status of related research, method of doing this research and key conceptional words.The second chapter is on how the system perform and some back theories of it.The third chapter focuses on the origin and development of letters and visits system, also contains some related system about foreign countries.The forth one illustrates the dilemma of the existing system, then do some research on its root causes.The last chapter discusses the essence of between the system and the rule of law first, then focuses on the reform of letters and visits system under the rule of law background, end up with some new method, that is to establish a system reviewed by the conference of people’s delegate.All we can do is to bring all interests together, including the letters and visits system, make the system performs well in our political system, promoting the harmony and equality of our society.
