Abstract


Since the 21st century, with unceasing deepening of our country’s reform and open policy, the fast-growing of the market economy, as well as the ceaseless intensification of the international challenge after WTO entry, elements of certainty in social development are getting more and more, each kind of contradictions and problems emerge one after another incessantly, we have already come into Ulrich Baker’s so-called "the risk society". The crisis is no longer a question "whether" arises, but is the question "when" occurs. The crisis event often comes swiftly and violently, affects widely, affects greatly, causes the heavy losses to the society, moreover, it will affect the national security.The public crisis management is a great challenge and test on the administrative ability and the management capacity of our government, and its level will directly influence the size and depth of the outcome of the crisis. The public crisis management is a systems engineering, involves numerous aspects. As an important management means of the government, the establishment of the policy system is a crucial component of the constitution of the public crisis management, the establishment and consummation of the public crisis policy management system is also very important to raise the level of the government’s crisis management.In this article, we firstly give out the definition of the concept of "the crisis" and "the public crisis management". Next, we carry on the analysis on the status and the function of the policy system in the public crisis management, the public crisis management policy system is precisely getting its construction and the consummation basing on its important position and the function in the entire crisis management system. Third, combining correlation theories of community policy, we propose each integrant part of the public crisis management policy system, and then we carry on an concrete analysis to movement process of the public crisis management policy, which in my opinion has provided solid theory cornerstone for construction and the consummation of the public crisis management policy system. Fourth, we analyze present situation of our country public crisis management policy system, and carry on the matrix analysis to the main policy, its purpose is to discover the question existed. Fifth, combining movement process of the policy system, we analyze the public crisis management practice of typical countries, which will be models of constructing our country’s public crisis management policy system. Finally, we analyze the construction basis, principle and frame of our country’s public crisis management policy system, then in view of the existence’s questions of our country public crisis management policy system, we put forward some proposals.
